"Arms of the Kraken" is a GRRM novella that was first published in Dragon magazine, issue #305, along with some Ice and Fire art and a poster-size map of Westeros. The story is set in the Iron Islands during the War of the Five Kings. The four chapters that comprise "Arms of the Kraken" were later published as parts of the fourth book in the series, A Feast for Crows: The Prophet, The Kraken's Daughter, The Iron Captain, and The Drowned Man.

"The Captain of Guards" is another chapter from AFFC (aka Captain of the Guards) that was released as a special pre-publication excerpt. It was made available at select bookstores shortly before AFFC's official publication, compliments of the series' US publisher Spectra.
It's possible, but not likely, that your local bookstore may have a few extra copies of "The Captain of Guards." If you really want a copy, you can try always eBay.
